Please do not speak to me about the weather. Do not insult me by starting a conversation that starts with how much rain we had, do we not have better things to talk about? When you first meet someone, and the only thing that person can talk about is some hum drum subject like the weather or general subjects such as this, you know instantly that that particular person has no interest in you or the people around them. I know there is rain, and I know there is snow, and I know there is sun, it all exists, but please don't we have something better to talk about? Trust me, trust me, I am sure there is...

Yes, I totally agree. It's sad really, not to mention that it just reveals how boring that person is. But I would say perhaps another possible they would use this as a starting/small talk subject because they are nervous and do not know how to start a conversation with a stranger. Weather is one of the things that we are have in common, we are all affected and aware of it. That and we're humans, but that's a much more awesome topic to talk about!
